Never mind the booing, Ryan says constituents 'overwhelmingly supportive' of budget

Bloomberg Television interview Rep. Paul Ryan today about his budget and tax plan, and the reception it's been getting in town hall meetings.

RYAN: I agree with the first ? I totally agree with that sentiment. First of all the tax system we have is a corrupt system it doesn?t work. It benefits a handful of people and businesses at the expense of everybody else. What I would say is let?s get rid of the tax shelters that let?s some pay get away with paying no taxes ?

CONSTITUENT: Do it first! (cheers from audience)

RYAN: Come on, it?s not worth the peanut gallery. Let?s clean up the tax code and lower our tax rates. The reason why I say, the president?s commission said the same thing, we?re taxing our businesses our employers, a lot more than our competitors are taxing theirs ?

(Audience boos, hisses)

CONSTITUENT: LIAR!

CONSTITUENT: He?s lying!

You could say the crowd was definitely enthusiastic, and overwhelmingly supportive of something, though I don't think it's Ryan's tax plan.

In the absence of any kind of real healthcare reform plan from the Republicans (the erstwhile "replace" part of their "repeal and replace" mantra of 2010), you have to assume that their plan is the Ryan plan, abolishing Medicare and turning it into vouchers and gutting Medicaid.

Since that's the only plan we've got from them, Ezra Klein does a bit of compare and contrast between it and one of the cornerstones of the progressive approach to both healthcare reform and the budget.

If you want to understand why the budget debate so infuriates people who actually care about deficits?and, in particular, people who actually care about health-care spending?consider this: The central health-care reform in Paul Ryan's budget, the one that's got him so many plaudits for courage, would actually increase costs. The health-care reform that progressives have been pursuing for more than two years would cut them. And yet calling for Medicare to be privatized and voucherized is considered serious, while calling for a public option is considered tiresome. But let's go to the tape.

Back during the health-care reform fight, the Congressional Budget Office looked at the likely effect of adding a public option that paid Medicare rates. "In total, a public plan based on Medicare rates would save $110 billion over 10 years," the agency concluded. Importantly, the savings would come because premiums would be lower. The basic mechanism here is not complicated: Just as you get better deals by shopping at a mega-retailer like Wal-Mart, you get better deals by working with a mega-insurer like Medicare. Size matters.

As for Ryan's plan, CBO’s take was just the opposite. "Under the proposal," they said, "most elderly people would pay more for their health care than they would pay under the current Medicare system." That is to say, health-care costs go up.

As Atrios always says, they really don't care about the deficit, those Republicans. It is, however, important to note that the Progressive Caucus has got some Very Serious People love, in the form of an editorial in The Economist for its real deficit-cutting measures in the People's Budget. Those measures include a public option.

Wisconsin Democrats to file sixth recall petition against GOP state Senator

On Thursday, Wisconsin Democrats will submit a sixth recall petition against a Republican state Senator, this time against Robert Cowles:

Add state Sen. Rob Cowles to the growing list of senators a step closer to facing a recall election.

The Committee to Recall Cowles has enough signatures to initiate the next phase of the process and will file them with the Government Accountability Board on Thursday, Graeme Zielinski, a spokesman for the Democratic Party of Wisconsin, said Monday.

Committees already have submitted completed petitions for eight of the 16 eligible senators; Cowles would be the sixth Republican.

The Cowles filing is significant, as he is the sixth and final Republican potentially vulnerable in a recall election. With this filing, Democrats have thus maximized the number of Republican-held seats they could put in play during the recall elections. They need to win a net of three in order to take control of the state Senate.

As this phase of the Wisconsin campaign comes to a close, please take the time to write a thank you note to the thousands of volunteers who gathered petition signatures against Wisconsin Republicans. Forcing six Republican state Senators is an astonishing achievement, given that only four state legislators in Wisconsin history have previously faced recall elections. The difficulty of completing these petitions is further underscored by how two of the recall efforts against Democratic state Senators have already failed, and more failures may well be on the way.
